Founded in 2000 by Glen Adams, Cogent Solutions is headquartered in Fredericksburg, Virginia. Cogent Solutions is a leading provider of comprehensive information technology solutions, web solutions and project management services to the Federal Government.
We are currently providing award-winning support to the Department of Defense on a variety of mission critical projects.
Cogent brings to each client the spirit and enthusiasm of an entrepreneurial corporate structure, a staff that is continuously educated in newly emerging technologies, and the primary goal of exceeding contract requirements and customer expectations.

At Cogent Solutions, we take pride in our love for repeatable processes like PMBOK. This is evidenced by our drive in achieving certifications for ISO 9001:2015 for Quality Management System, ISO 27001:2105 for (ISMS) Information Security Management Systems and ISO 20000-1:2018 for Information Technology Service Management (ITSM). Currently, we are working toward obtaining Capability Maturity Model Integration (CMMI) Level 3 DEV for Development and SVC for Services assessments. Cogent brings this level of commitment to all projects.
At Cogent Solutions we are SBA SDB, Small Business, and HUBZone certified. With Department of Veteran Affairs, we are SDVOSB certified.
At Cogent Solutions we are foundation graduates of the Montgomery County Chamber of Commerce (MCCC) and members of the NVSBC (National Veterans Small Business Coalition) both DC Chapter and the Mid-Atlantic VA Chapter. Our GSA 8(a) STARS II contract vehicle is available until August 2021.
At Cogent Solutions we have an approved SBA Mentor-Protege Program (MPP) with MicroSystems Automation Group (MSAG), whereby we launched two joint ventures, called Reliable Mission Solutions (RMS) HUBZone JV and RMS SDVOSB JV. Both JVs are considered HUBZone certified by SBA and both JVs inherited the SDVOSB status from Cogent Solutions. Additionally, the RMS SDVOSB JV is CVE certified.

Glen Adams
Glen Adams is the Founder, Chairman of the Board and Chief Executive Officer of Cogent Solutions, Inc. Mr. Adams retired from the Army with 22 years of service. Mr. Adams earned a Masters of Science degree in Management Information Systems from Bowie State University and has a Doctor of Divinity from Shiloh Theological Seminary. Dr. Adams has performed wide variety of information technology and managerial duties while in the United States Army, Department of Homeland Security, and EDS. His experience includes software engineering, project management, information technology, progressive system analysis, programming, test and evaluation, requirements analysis, database design, configuration management, web design, capability maturity model, telecommunications, networking design, infrastructure protection in classified environments, quality assurance, ISO management representation, network configuration, internet solutions, software development, and technical management.

John Scarcella
John Scarcella is the President of Cogent Solutions. He is responsible for strategic growth, client satisfaction, and leading the corporation into diverse sectors of the federal marketplace. Prior to Cogent Solutions, Mr. Scarcella spent about 2 years at Planned Systems International (PSI), where he was Chief Business Development Officer, and responsible for business development, capture, proposals, and diversifying the client base from its mainstream focus in health care IT support. Before that he spent 6 years at Catapult Technology, where he was EVP overseeing operations, client satisfaction, business development and growth for DoD, Foreign Affairs, and Law Enforcement agencies throughout the federal government. He built the DoD business by 2,000% over a five-year period, building the firms smallest division into the largest in anticipation of selling the company. He also spent 6 years with IntelliDyne, where he was EVP, Business Development, responsible for business development, capture and proposals. His team led the company into new markets within the Department of Justice and helped expand its presence in the Military Health System IT support arena. Mr. Scarcella holds both a bachelor’s degree and a Master of Engineering degree from Cornell University, a Master of Science degree in management from Polytechnic Institute of NY, and coursework towards an MBA degree.
