JOB DESCRIPTION:

Several available positions will require candidates to provide Strategic Guidance to Department of the Navy leadership in the areas of financial management, business system consolidation, and audit readiness support. These positions will support strategic decision making across the Department of the Navy and contribute to making the Department of the Navy audit ready.

We are seeking candidates who will provide strategic guidance and technical assistance to DON leadership for all phases of audit preparation, remediation, and response in support of joint Navy and USMC auditability goals. Candidates will contribute towards a joint Navy and USMC enterprise strategy in order to achieve full financial statement auditability, that aligns the USMC efforts to DON strategies and timelines, including the DON Audit Roadmap. Additionally, the candidate will support strategic communications and coordination of enterprise stakeholders in support of DON integrated audit remediation efforts and provide advice and coordination to operationalize OASN (FM&C) audit remediation strategy, including auditability goals, budgetary reform efforts, systems consolidation, data transformation, and workforce initiatives.

We also have several positions where we are seeking candidates to provide strategic guidance to Department of the Navy leadership in the areas of audit relevant systems consolidation strategy. Candidates will support the refinement, alignment, and operationalization of the DON Audit Relevant Systems Consolidation Strategy to successfully integrate USMC and Navy systems consolidation efforts. Candidates will align, coordinate, and implement the phased consolidation of USMC and Navy systems in accordance with auditability goals, the DON Audit Roadmap, the DON Audit Relevant Systems Consolidation Action Plan (SCAP), and other strategic documents and plans. Additionally, candidates will provide analysis and advice in support of refinement of the DON’s Audit Relevant Systems Consolidation Strategy, the DON’s target-state Financial Management system architecture, and support key decisions regarding the DON Audit Relevant systems consolidation issues.

REQUIREMENTS:

1.Level I Accountant/ Financial Manager

Functional Responsibility: Responsible for the completion of all aspects of the project as delegated by management.

Minimum Experience: Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).

Years of Experience: Candidate must have 2 years of full-time (excluding internships) experience within the past 5 years of progressive experience in the accounting field of Federal Government agencies or Fortune 500 companies.

Minimum Education: Bachelor’s Degree from an accredited United States college or university in Business, Accounting or Finance.

2. Level II Accountant/ Financial Manager (CPA)

Functional Responsibility: Apply technical expertise and skills to implement business solutions. Level II Accountant/ Financial Managers are directed to exercise core skills on projects, or they may direct small teams.

Minimum Experience: Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).

Years of Experience: Candidate must have 5 years of full-time (excluding internships) experience within the past 10 years of progressive experience in the accounting field of Federal Government agencies or Fortune 500 companies.

Minimum Education: Bachelor’s Degree from an accredited United States college or university in Business, Accounting or Finance.

Minimum Certification: Active Certified Public Accountant (CPA) licensed by a State licensing agency.

3. Level III Accountant/ Financial Manager

Functional Responsibility: Independently apply advanced technical expertise and skills to implement business solutions. Level IIIs provide direction to project teams and interact with FM&C and Government clients at the Branch and Division Head Level.

Minimum Experience: Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).

Years of Experience: Candidate must have a minimum of 7 years of full-time (excluding internships) experience within the past 10 years of progressive experience providing accounting services to the Federal Government agencies or Fortune 500 companies.

Minimum Education: Bachelor’s Degree from an accredited United States college or university in Business, Accounting or Finance.

4. Level III Accountant/ Financial Manager (CPA)

Functional Responsibility: Independently apply advanced technical expertise and skills to implement business solutions. Level IIIs provide direction to project teams and interact with FM&C and Government clients at the Branch and Division Head Level.

Minimum Experience: Experience in financial statement compilation and reporting process as well as audit response and remediation in accordance with Generally Accepted Accounting Principles (GAAP) and/or Statements of Federal Financial Accounting Standards (SFFAS).

Years of Experience: Candidate must have a minimum of full-time (excluding internships) 7 years of experience within the past 10 years of progressive experience providing accounting services to the Federal Government agencies or Fortune 500 companies. Three years of this experience must be in a management capacity.

Minimum Education: Bachelor’s Degree from an accredited United States college or university.

Minimum Certification: Active Certified Public Accountant (CPA) licensed by a State licensing agency.

5.Level V Accountant Strategist (CPA)

This individual is a Lead Personnel on the Task Order responsible for the primary interface for Government Leadership.

Functional Responsibility: Performs independent quality assurance reviews of program performance and deliverables to ensure that contractual obligations are met. Responsibility for on-site quality control, review and approval of working papers and findings and adherence to applicable standards, laws, policy, and regulations. Recognized experts in the area of accounting and financial management. Leads overall strategy of the engagement.

Minimum Experience: Experience leading the development and successful execution of strategies in preparation for financial statement audits of a Fortune 500 company, or a Federal agency that resulted in a clean audit opinion OR

Experience leading a successful execution of the audit process as the Independent Public Accountant (IPA) of a Fortune 500 company, or a Federal agency that ultimately received a clean audit opinion.

Years of Experience: Candidate must have a minimum of 13 years of experience within the past 15 years of progressive experience providing accounting services to the Federal Government agencies or Fortune 500 companies. Five years of this experience must be in a management capacity.

Minimum Education: Bachelor’s Degree from an accredited United States college or university.

Minimum Certification: Active Certified Public Accountant (CPA) licensed by a State licensing agency.

CERTIFICATION REQUIREMENTS: CPAs as designated

Mandatory: Secret Clearance

SYSTEM SPECIFIC EXPERIENCE REQUIREMENTS: Familiarity with DON FM and Logistics Systems preferred.
